| Community Service | | If a person is unable to pay the fine, he/she will have to do community service like sweeping or graffiti cleaning for at least one hour. | |
| Clean-up Marshals- The litter Cops | | In order to implement these Byelaws, MCGM has decided to adopt an innovative way, namely, the deployment of 'Clean up Marshals' through private security agencies in different wards of the city. The salient features of this scheme are as follows: | | In order to ensure that the security agency will not induge into wrong practices, fine tickets will be Printed by the MCGM itself, along with tamper proof holograms on it. | | In one area, only one security agency will be allowed to operate. | | All the security personnel working for implementation of Byelaws will have to wear uniform, as prescribed by the MCGM. | | The third party audit will be introduced by involving differeent Citizens' group like ALMs., L.A.C.C. or N.G.Os. to supervise and give feedback for improvement. | | Their performance will be judged on the basis of deliverables like - no litter in the area of operation after sweeping is over; all spots of open urinals have been eliminated; no litter bins have been stolen; community bin is not overflowing, etc. | | In case of three consecutive complaints being proved correct, the agency will be terminated with immediate effect. |
